Rubratings is kind of a weird place in that disabled reviews and reviews in general don't mean much. There are legit providers on there that disable their reviews like @Marilyn Desire. There are also a lot of fake reviews that are there to draw you in for a bait and switch, up-sell, or some other shitty business practice. Personally, I treat rubratings no different that STG.
