interesting that everyone knee-jerk reacts to demonize 'Washington' when in fact all the worst in human nature engendered by governmental entities is more likely to find fertile ground in your local village, town, city, county and state than the big boys who've parleyed their game to the big show in Foggy Bottom. there's way more opportunities and way less oversight.
