Posted August 26, 2013 I'm surprised you haven't seen worse. It's extremely easy to change caller ID using a voip trunk and a basic software PBX. Telemarketers have been doing this for years (even though it's now not exactly legal). The New York Times used to change all outbound calls to 333-333-3333 so their journalists couldn't get traced.
