The way I've approached P411 providers who list "submission" is I put in my P411 profile the kinds of things I like, and I send a message to the provider asking if they could check out my profile, and see if there is any common ground. I had great luck with this in years past, although mostly in another state. However, I think all the providers I found with common interests have moved on from providing, so I don't have any recommended names.
